Server Rental

How do you setup admin in gmod?
I just got a rental server and have no idea how to setup admin rights on it. I tried /user.txt but it dont work...also how do i put mods in it?
If you are using a website to host it, You usually add the steam ID to the admin group on the website and they join it in-game, otherwise I'm not sure
